languagePacks\generate.bat fails when language file contains norwegian characters æøå

Setting a label to include any of the norweigan characters æøå causes the generate.bat to fail.

 

Example:

  Story->Benefit [label="ForÅ", tooltip="Describe the real-world value for this story. What is the business process that the user requires software support from?",indentlevel="1"]

 

Output:

I'm on Vista  64-bit, don't know if it matters. An assembly named StoryQ.nb-NO.dll is generated, but it's empty (has no types).
